    Hi,
I am having a cluster of IAPs. I am trying to explain in my understanding...
I need to limit the access for the users those working only in particular place with removing the IAP from the cluster. (ie Standalone IAP)
The users in a particular place can get the access only with that IAP, not with other IAPs in the cluster.
But the IAP will be in the cluster to provide the access to roaming users as normal IAP.  Like an IAP cluster with a Hotspot facility

I don't understand what you want to achieve. If you don't get a response, it may help to give your Aruba partner a call and discuss the options during a call/visit.
