There is numerous reasons as to why this would fail, have you checked the following:
1) Captive Portal Profile is assigned to the Initial Role.
2) The initial role contains the logon and captiveportal ACLs to perform the re-direct.
3) The client is assigned a valid and working DNS server.
4) If using HTTPS, have you replaced the default certificate on the controller?

I have problem with captive portal on aruba 7210 (ver 8.5.0.6) . I run new wlan wizard, see new SSID, but controller doesn't send redirect message to client.
