It could be that shutdown doesn't work for port enet0 as that is the uplink port. That may be a 'by-design' limitation or something fixed in later releases of the firmware.
Do you need port enet0 to be shut down?
Or did you try, notice, and shared the information?
If you need the functionality, please upgrade to the latest firmware first if you are not updated. If the issue is still there, reach out to Aruba support if you have your AP covered with a support contract.

Correct, shutdown administratively disables a port. The link will stay down if a device is connected to the port.
