I got this answered offline by another engineer. And yes, "Added by Policy Manager" indicates that the MAC was not added manually but rather, added by CPPM upon authentication. There was confusion because the customer was stating that one of their IT staff added the MAC manually and it appears that was a actually a miscommunication.

Hi, Hopefully this is a quick and easy one to answer.
Under Configuration > Identity > Endpoints, opening up the Edit Endpoint window, I see Policy Manager in the "added by" field. Usually this shows the username of the person who logged into CPPM and added the MAC address. What does it indicate when it says added by Policy Manager? Does it mean that it was not manually added? (screen capture attached.)
