Please find out where those credentials are going. The first could be the pre-authentication for ClearPass Guest (however, if this fails you should not be able to continue). What does Access Tracker show you? Do you see two authentications there as well? Both successful?
Do you have trusted certificates on both ClearPass and your Instant/Controller? That is needed for guest operations
If you can reproduce the issue on a Windows/Mac, you could run the network trace in your browser's developer tools to see what is posted where and when. In general, that helps to find and solve the issue. If you don't have the experience, it may be best to do this with your Aruba partner or Aruba support to be most efficient. You could also check

We have a guest with captive portal config under Aruba 8.6 and clearpass 6.10
Guest SSId connects, opens the captive portal login page for user and pass.
After we put the credentials it asks again for the credentials and afterwords you can browse the internet..
Why this double check on the credentials like a redirect?
