What the Captive Portal requires is the client to be able to resolve DNS. You could provide the DNS server to the client as the ip address of the controller to attempt to do this offline.

I'm working with a 7024 controller and an AP225 running on 8.2.0.1. I'm trying to set up captive portal and seem to be doing something wrong that won't allow me to see the page when accessing the network. I'm very new to Aruba and have never set up a captive portal.

Is it possible to have CP working on an offline network that is isolated from external internet access?
My work is in a controlled setting and when we have users for events we'd like to have the CP splash page come up when they connect to the SSID.
Currently everything is offline including the laptop attached to the controller.
Any guidance on this is greatly appreciated.
