Trying to understand your situation. Do you have other APs at that site, but this one AP you want to connect to a different controller instead of using DHCP options? If so you can always point the AP to another controller via AP Provisioning. From there you can control the LMS and B-LMS.
If not, and you do not have DHP options set up at that remote site, you can provision it at the site that has the DHCP options, and change the controller via AP provisioning. Then bring it up at the site you need it at, assuming there is L3 connectivity back to the controller over the VPN.
DNS is also another method for controller discovery. You can have your AP discover the controller by having "aruba-master" resolve to the IP of the controller you want it to.
