Second, power is enough for the device no amber light on status, right?

It's ultimately the client device that decides what AP and radio to connect to. The 2.4GHz signal may be much stronger and the client may decide it prefers that. Do you have any clear indication that the AP is indeed not transmitting on 5GHz? Does that happen both on 515s and 345s? Have you tried creating a 5GHz-only SSID to see if the client can connect (and remains connected) to that?
72Mbps on 2.4GHz (20MHz bandwidth) makes me believe that this is a 1x1 11n/ac client (or a 2x2 one operating with 1SS)

We are using 515 and 345. I can verify by "show user-table" for client association. I have tested with different devices,iphone , laptop.

Hi Muhammad. What AP model(s) are you using? How did you determine that 5GHz is disabled on some APs? Does the Aruba management UI confirm that? What are the client devices you're testing with?
