I've got a fresh install in a warehouse. The APs are fairly uniformly spaced and stock does not reach all the way to the ceiling.

I have ARM set to allow power from 9-18 on 5Ghz and 6-12 on 2.4. All of the APs have settled to 12 on 5Ghz and 9 on 2.4Ghz. My question is whether it is normal for all of the APs to be at the exact same power. There are about 60 of them. Is this an expected behavior?

It depends on a few factors.

Do you have an MM in your 8.x network?

If you have an MM, power level ranges are managed in the 2.5ghz and 5ghz radio profiles, NOT the ARM profile.  Airmatch also only changes the channel and power once a day, vs. ARM which changes the channel and power constantly.
