    WHAT SHOULD BE THE MANUAL SETTINGS ON LAPTOP WHEN ITS NOT CONNECTING TO A 80.1X RADIUS SSID .WHEN POLICY PUSHING WAS NOT DONE BY AD SERVER.

    Your title says "not connecting to an 802.1X SSID". So what authentication
    method is in use on the SSID you're trying to connect to?

    Did this ever work?  The manual settings depend on what the administrator has configured on the radius server side.
