Hi, pretty much impossible that you're dealing with an Aruba 2930 switch (running on ArubaOS-Switch operating system) and its software version is, as reported, TL.10.09.1020 (a naming used for ArubaOS-CX operating system). Please do a triple check.

aaa accounting all-mgmt default start-stop gruop tacacs local
the local user starts refusing to accept any command. How do I resolve this?
in need the local user need to work when to tacacs server not work or Always and all command not regardless of tacacs
