I would look at your radio settings. Solid Amber means the radio is in monitor mode, not access.

It means that it is not set to serve clients. Just to listen to the RF in the area of the AP.

Could it be that you configured WEP encryption? WEP is not allowed on 802.11ac (WiFi-5 and up), and shows amber radio indicators when configured.

from the virtual controller, i can see that all AP are in access mode.
One of the AP is not serving any clients, but i cannot see any errors in the config.

    what is IPM ?
the AP are connected to a cisco poe switch.

IPM is power management of the AP. In the case of insufficient power, AP can disable specific functions. IPM enable you to configure when and what to disable.

Check the power status on cisco switch. 345 need PoE+ power to run with all functions. Also you can check cable. Low quality or long cables can have so much voltage drop for AP to go into power saving mode or not be able to run at all.
