if the AP is not online in Aruba Central you can not use Aruba Central to remote console into it. so your options are site visit or get some one at the site to connect a console cable and provide remote access to you.
Assuming your AP is using DHCP then perhaps you can remote into the site L3 device to see if there are any mis configuration and to find out why the AP has default gateways of 0.0.0.0
