In an IAP cluster, once an AP is elected to be the Conductor, all of the other Access Points act as Members. If the Conductor AP goes down, re-election occurs, and a random Access Point is chosen as the new Conductor.

I don't see a way to configure a specific IAP to be the next conductor.
The "Preferred Conductor" setting can be used to elect a specific IAP as a Conductor. However, enabling it on more than one AP in a cluster is not recommended.
If you are looking for a way to ensure access to the Conductor IAP at all times, I would recommend setting up a Virtual Controller IP address.
