From the controller CLI , you can use the "show ap debug system-status ap-name <flapping-AP-name> command to see quick details on what is happening
The output is quite lengthy, but the first page or so will have sections for rebootstrap and failover information. If the AP has lost heartbeats to the controller, you will see those events here.

Have you tried opening a case with TAC?
If you're seeing the APs flapping but the APs themselves aren't rebooting, that indicates the heartbeat between AP and controller is getting interrupted or dropped. There should be log entries corresponding with this.

Subject: AP unstable goes UP and DOWN on controller
Hey everyone,
I'm facing an issue with all my access points that are managed by an Aruba Controller. Every minute, the APs keep going UP and DOWN, but I can still ping their IP addresses.
I've tried rebooting both the controller and the access points, but the issue persists.
Can anyone help? What logs should I check on the controller to diagnose this problem?
Thanks!
