We have a 303H-RW. Initially tried to add it to a small instant mesh but realized the device cannot be turned into a US model and basically a brick.

But noticed that the device properly gets added to a controller based network without any issues. Or am I lucky for now as it should not work?

First of all, it's interesting that you managed to obtain a RW product in the US. That is typically only done after we've verified that the intended deployment of the product is outside of the US.

When an INstant or Unified access point is used with a controller, the regulatory restrictions of the AP are ignored (with recent code), as the controller defines "all things regulatory" in that case.

So the behavior you experience is by design.
