On hp 2920 and 5406, we have got, every three minutes, a warning that say ''excessive broadcast '' while the broadcast limit is at 0 on the concerned interfaces.
Moreover, none of the resources are used to its full capacity when the warning is raised
The ports do not shutdown but it drop packets and that impacted the quality of VoIP.

Could you provide an explanation ?
