    Hi,
    i see some issues with your inquiry.

    1. no information about the switch-type
    2. no information about connected poe devices
    3. no information about the PSUs 
    4. no information about max poe load by your devices
    5. no information if your switch ist overloaded

    If the switch is overloaded, there is a chance by staggering the power-up-procedere. but this is a highly manual process that needs understanding the bootprocess of any connected device.
    Maybe even there is no poe-Switch involved but a poe-injector which turned fowl?

    Please provide more information.
