Hi Pavel, if the switch performs the boot process correctly using the WC.16.10.0016 from the Secondary Software Image and then you recognize just one (or few) physical ports with the reported self test failure message, I suggest you to grab the whole output of the
show tech all CLI command and then contact Aruba by opening a Support Ticket (via the Aruba ASP). Probably your switch is faulty if it is capable to boot flawlessly (otherwise try to boot from the Primary Software image if the booted one is corrupt).

BUT...I found this on a old Release Notes:
You didn't tell us the involved port is equipped with a Transceiver (unsupported?).
Please report the output of
