There is a finite amount of throughput available to each access point.  When users attach, numerically that throughput will be divided among those users.  The only way(s) to improve performance is to use wider channels, if those channels are available or add an access point in the area so that the number of users sharing a channel is less.

Broadcast filtering (enabled by default) would improve the overall performance (or rather, disabling broadcast filtering is likely to hurt your performance).

With wireless the bandwidth of all clients connected to the same radio (AP) is shared. So if you have 50 clients connected at 200 Mbps connection speed, and all push traffic at the same time, each client will only get 4 Mbps (average), and it is even less because the traffc is half duplex, so 2-3 Mbps is more likely in that situation. And if there are other WiFi networks on the same radio channel, the bandwidth is also shared with that other network.

So it can be multiple things, from 'expected' via 'can be optimized' to 'no so much you can do about it'. If you don't have the experience yourself, your Aruba partner or Aruba support may be helpful to determine what is happening in your case.
