Yes that is normal, depending on the authentication method. For MAC Auth, you would expect just an Access-Request and an Access-Accept (or Reject). For 802.1X, EAP-TLS, TEAP, PEAP, you would see the negotiation between client and RADIUS server in multiple packets with Access-Challenges.

Currently we are using a Windows server running NPS to service RADIUS request coming in from our Aruba central Gateways. Currently clients are able to successfully authenticate but I see a lot of Access-Requests/Access-Challenges (around 10 per user) before the actual Access-Request/Access-Accept. Just wanted to make sure that this is normal.
