yes you can do that wit Instant APs, it is under security->Roles->add a new rule
you should configure your time profiles before hand to be referenced here.

I am currently deploying Aruba Instant at a customer site. and they have required a time based access rule. For example, denying youtube.com from 1AM to 5AM. Is there a way that this can be deployed on Aruba Instant with a Virtual Controller setup?.
