    Does Backup CPPM publisher license count need to match the publisher I have?  Best practice?

    For the Policy Manager = Yes
    But for the other modules that is shared

    ClearPass Policy Manager is licensed by server.

    Can a virtual server be a backup to the physical box?

    Yes, you can mix and match but you would need to purchase the virtual
    appliance.
