If you have a captive portal in your firewall, which seems to be the case, just create an open/PSK/other SSID with an allowall policy and let the external firewall handle the captive portal.
Your configuration appears to enable the captive portal in the controller, in which case I don't see the relation to a fortigate.

I have configured LDAP in Fortigate to authenticate users with Google email and created SSIDs in the Aruba Controller. However, the captive portal isn't popping up for some reason. Are there any documents available for configuring the captive portal? I can share some screenshots if anyone finds a mistake or has relevant documents to share.
