Create guest-provisioning users here (From MM level in example below). You can change what level they can create guest accounts at with the Node dropdown :
When they log in they will get the guest account provisioning page:

We don't have clear pass , we have controller in which we have configured the captive portal .
We just need to create admin accounts in that so that we can make the guest accounts to login into the captive portal

You would log into < ClearPass fqdn / IP >/guest to log into the guest module to manage guest devices/accounts. You can use the [Guest Operator Logins] service to authenticate your guest account creation users. You can also copy that service and disable the default service to make your own changes to the service. There are configuration changes you can make to allow access only to the portion of the guest module you want your users to see/administer. This is done through the operator profiles.
