Hello.
How can a admin user (not super admin) change their password on their own?

The admin privilege level needs rights to the "Administrator > User and Privileges" part, but therefore the admin can change the password of any admin account.
Better solution is to configure your active directory as authentication source and create a TACACS login service, so you can use your AD account to login ClearPass.

It's a strange approach, the super admin who makes other admin accounts, will know all these accounts and passwords.
