Modern AppleTVs use Bluetooth (or even WiFi-direct) for discovery and bypass the WiFi completely. I think with Apple Configurator, or by connecting the AppleTV wired, or maybe you can disable Bluetooth, you may disable that discovery.
Not so much ClearPass can do if the WiFi is bypassed.

Regardless of what option I choose (personal or shared) , anyone from the network is able to connect to the apple TV without issue
