What is the difference between two (2) Publisher Failover methods?

I studied the Deployment Guide and found that the difference is minimal.

Standby Publisher - 1min x 10 = 10mins

VIP = 8mins

Standby publisher option is used in event of publisher server is not reachable , server which we set as standby will takeover role of publisher.

VIP is used to prevent down time of client authentcation failures, if we configure VIP the client radius request will redirect the secondary server immediately in the event of primary server not reachable.
