3 is the easiest. New 6.11 VM, then import backup from 6.10 hardware appliance.
Other options require re-installation of either the hardware appliance or the VM and upgrade to 6.11 which requires reinstallation is the perfect moment to switch to a new platform (new hardware appliances or VM).

Understood. I guess the question I failed to convey was if it was best practice to:
1.) upgrade to 6.11 on the hardware and then migrate to a VM
2.) migrate to VM and then upgrade to 6.11
3.) migrate directly to an already upgraded 6.11 VM

Adding onto this question, I have a pair of C3000s on 6.10.8 and we want to migrate to virtual and also upgrade to 6.11 Would it be best to simply fresh install 6.11 on the VM and then restore from the 6.10 hardware backup?

ClearPass 6.10 & 6.11 support: C1000, C2000 (HPE DL20 Gen9), C2010, C3000 (HPEDL360 Gen9), C3010 hardware appliances.
ClearPass 6.11 requires a full reinstallation of the software, and backup + restore of the configuration.
