The best advice I could offer is to open TAC case and get TAC to look into the problem. Looks like not all services are available. You can check status of the services via CLI command "service status all".

We plan to upgrade ClearPass's ios from 6.9.11 to 6.10.0 to address some issues. When we finish upgrading, some error messages are displayed during startup ( Error while running task /usr/local/avenda/common/bin/onBootTasks/85AppsUpdater. Return value=1 ). ClearPass can be started and we can see the login portal, but we can't log in using any Radius or TACACs authentication method, only local users. And all authentication requests show failures(failed to contact policy server for evaluation/failed to contact policy server for service classification)
