Both are Ethernet switches, so they should interoperate fine. The Moxa switch operates on 10/100 Mbps only, but 1930 24G 4 SFP/SFP+ also supports those modes on its copper ports:
24 RJ-45 autosensing 10/100/1000 ports (IEEE 802.3 Type 10BASE-T, IEEE 802.3u Type 100BASETX, IEEE 802.3ab Type 1000BASE-T); Duplex: 10BASE-T/100BASE-TX: half or full; 1000BASE-T: full only

Of course some proprietary Moxa protocols like Turbo Ring and Turbo Chain won't interoperate with Aruba, but they may work through Aruba switch if you connect two Moxa switches to Aruba, but that's not guaranteed and and this should be clarified with Moxa, it all depends on what requirements they have. But if you don't care about those protocols and just need a simple connection between Moxa and Aruba, the short answer is 'it will work'
