How are your physical resources on the laptop? Using 6 cores and 16 Gig of ram for eve-ng you may run two simulated CX at the same time, if you don't oversubscribe your laptop on physical resources.
You writes you have assigned resources to EVE-NG, so it looks like you have it as a virtual machine. HAve you enabled nested virtualization?
