Looks like we are running into some issues with 'fair-use'. Been receiving user issues with SMSs not coming through. We did have a increase in the number of guest users during the holiday season.

Not that I'm aware of. The SMS service is included in the Central service, and I would consider it 'fair-use', where you should not expect to exceed fair-use ever unless you find a way to use the service for something different that guest registration.
