I would like to create guest portal in which clients will have to send sms before they receive login and password. Is it possible to do it by Clearpass Guest.

ClearPass can send a user a text message (with a password or code for example) after registration but cannot natively receive a text message. What exactly are you trying to do?

Assuming you can reach it give https://afp.arubanetworks.com/afp/index.php/How-To:_Clearpass_Guest_Self-Reg_Receipt_Without_Showing_Password a look.  Follow the instructions and setup receipts as you normally would.  It results with them on a screen requiring the entry of the password.
