the service categorization error means that you don't have a service for that incoming auth request.
use the access tracker and go through the "Input" tab which should give you enough information so that you can modify your service to be able to match that request.

We just need to capture in case of Audit and we need to submit the email ID of the users who connected on that time. I had already created all required rules,but seems after i select Register button it is proceed as getting block due to Service Categorization failed

That is easily done with ClearPass, there's probably a guide published somewhere that gives the instructions...but why bother? If you aren't going to require any kind of validation or login, just present them with a click-thru acceptance and be done with the whole thing.
