Looks like some low level FW on switch had a bug and you need to flash it.

Hello everyone for the last time in this discussion.
I've managed to find a solution for this issue, and it's very simple.
You need to rollback to R2311P06 and reset to factory - after that fan modules starts to work properly. Then I updated firmware to latest R2432P61, load config, and everything works fine.

Unfortunately, update to P61 did not helped :(
But I found information in Release Notes that in R2311P02 version they resolved this problem when using restore factory-defaults fan speed stays high.

but, I guess this bug is not fully resolved...
R2311P02 is not available to download from Aruba Support Portal, so I will try to rollback to R2311P06 and see if that will resolve my issue.

The first one shows fault because cable was not connected when the diagnostic file was created- but I also tested running on two power supplies.
I saw in the other disscusion that on 6th of March new version(P61) was released - so I also try to update to this version.

You need to check, if you configured the direction of the airflow correctly. Check with
display fan
Airflow direction is determined by the fan modules installed.
I see this behavior when I have airflow direction on PS different than the fan airflow directions .
Play with command
fan prefer-direction slot <n> <direction>
maybe it will help. If not, check part numbers of the Power Supplies and Fan modules.
Fan try PNs are:
Front-to-back (port-to-power) PNs JG552A or JC683A
Back-to-front (power-to-port) PNs JG553A or JC682A

Hi! if you arrived to the point of replacing Fan Modules between identical switches and the issue persists then it suggests me that the issue is switch related (maybe a "faulty" internal sensor...) and not Fan Modules related...I mean...it could be in the electronic logic related to Fan Modules management (Temperature vs Fan speed)...and so tied to that particular switch board. If I were you I will open a Support Ticket into ASP.

Hello Community,
I have issue with one of my JG510A swtich. My company bought 2 of them recently. The First one that I configured works fine, but the other one, a few seconds after system is loaded don't drop down speed of fan but raised this speed up, so I'm a little bit confused if this switch is working properly. The temperatures are fine, no error are detected and airflow direction is correct. Both of them are running R2432P06. I already done factory reset, copied config from working fine switch to "faulty" switch, check whole diagnostic file, repleace fan modules between those switches and now I'm just out of ideas.
Anyone have this kind of problems with this model ?
