Do you have issues, other than it shows 15 default roles on one controller and only 1 on the other?
Without PEF license, roles are not applied and the 'authenticated' equivalent (allowall) is applied. So you can't select roles and that you don't see them should not be an issue. The cpbase is for (basic) captive portal which is supported without PEF license.
