    Can i command  IAP that belong to different VLAN with a  one unique virtual controller.

    Not possible but you could manage it through Airwave from a centralize perspective

    AirWave can manage and sync the configs of multiple virtual controllers. Aruba central can do this as well.

    IAPs will look for their Master/virtual controller on the wire and in order to do this they need layer 2 connectivity.

    if an IAP doesn't detect a VC it "elects" itself as master in its own cluster.
