Please check the hardware guide for the specific AP what the solid RED indicator means. In most cases it's a power issue that the switch does not supply enough power. Example, the AP requires PoE+ (802.3bt) but the switch only supplies standard PoE (802.3af) which possbily is due to the PoE power budget on the switch exceeded.
If you enable IPM on the AP, and LLDP power negotiaiton on switch and AP, things may work better. Also check the switch logs if there is a restriction/oversubscription on the PoE budget.

Subject: IAP not broadcasting SSID (Solid Red)
Hi All,
Thanks in advance.
We have deployed an Aruba instant cluster with over 70 APs using a virtual controller. Suddenly one of the access points stopped broadcasting ssid. It has a solid red light but on the SSID LED it is not showing anything.
I can see the access point in the virtual controller but it is not working on broadcasting the SSID. I have tried restarting it, creating and assigning it another SSID but i had no luck.
Would you please assist.
Thanks in Advance.
