You need to use a public CA-signed certificate for captive portal functions, not a private one.

You’re not using a RADIUS server?
What is the mix of clients?
    Managed or unmanaged?
What EAP method are you planning to use?

i'm going to use a windows server as CA certifcate

You should terminate on the RADIUS server.

Are all of your clients fully managed?
