Hello,
I have used it quite a few times in the past and it works well. The procedure is the one you send. I used tftpd32 on Windows and what you can do is disable the Windows firewall so that there are no communication problems between your tftp client and the AP. Set your PC to an IP in the same range as the AP and run the commands. You can always check the log of the tftp client to see what is going on.

i was trying to update the AP os partition via USB in apboot.
i know the TFTP example: upgrade os [0/1] [TFTP IP]:[/filename].
but when i use for USB: upgrade os [0/1] USB:[/filename], it will not work.
It will use the TFTP protocol instead, and my USB is formatted as FAT32.
Has anyone tried it before?
