Unfortunately, there is not a way to do that outright.  What are you trying to do exactly?

thanks for getting back to me.

The customer has guest users to which they apply a bandwidth limit during normal working hours.

What they would like to do is UP the limit after 5pm in the evening.

In instant, once a user is assigned a role, the user maintains that role/bandwidth contract until they are disconnected.  You would need an external policy server like ClearPass to maybe change that role at some point.  Instant cannot change the bandwidth contract of a specific user after a time period without external intervention.
