Local controller cannot sync with master "Update Terminated"

    We are adding a new local controller to our master.  It's reaching the master but it has a status of "Update Terminated".  Any clues on what could be causing this?  Is there a limit to how many locals can be on the master?  We have a 6000 as our master.
