If you don't have a Mobility Conductor for management then you can't run a cluster, I'm guessing that is the case by what you've shared.
You'd setup both of the 9240 as standalone, then configure the VRRP instance on both, then (probably) configure the database sync between the two to achieve failover via the standalone pair setup. Then you can proceed with configuration within that model, which (assuming the original pair was setup correctly) should be done in the same way as the original pair.

Assuming you meant controller and not conductor, the process is to stand up the 9240s, copy or otherwise reproduce your configuration, and then migrate the APs over. Don't attempt to add the 9240s to an existing VRRP setup, that is not likely to end well.

Greetings. I am seeking any documentation to migrate a pair of 7210 controllers to 9240 platform for local (on-prem) mobility conductors. I have opened a TAC request, but thus far has not been helpful. Current 7210 controllers are using vrrp for control as primary. I will not be managing in Aruba Central.
