Yes 6300L switches support static routing.
for the rest of the comparisons you can use the "Feature Navigator" to compare the two.

Subject: New 6300L Switches - static routing?
Hi, we're currently deciding on purchasing 6300M switches to replace our current 2930M switch stacks. Those current stacks are not running dynamic routing, however they have static routes and uplink to firewalls running the the L3 layer.
Could we instead use the new 6300L switches as a L2 stack with a few static routes? It's not clear if this is supported in the documentation.
Any other key differences between 6300M and 6300L besides dynamic routing?
Thanks
