You would need to configure the SSID with Enhanced Open and enable transition mode to get a legacy open unencrypted SSID on 2.4 and 5GHz.

Little more background: 6GHz requires the WPA3 suite of security, and does not support traditional open WLAN networks. Enhanced Open is a similar technology in that the end user does not need to authenticate (or use a captive portal), but the connection is individually encrypted. Because 6 GHz is a new WLAN band, no backward compatibility is needed to support older clients.
If you configure an SSID with the type 'Open', and have it enabled on all bands, the SSID will NOT broadcast on 6GHz.
If you configure an SSID with the type 'Enhanced Open', the SSID will broadcast on 6GHz; with 'Transition mode' enabled, there will be on 2.4GHz and 5 GHz also a traditional open network be broadcasted for old clients that don't support Enhanced Open.
