I tried in lab, and don't see a reboot of the AP when the papi key is changed; also rebooted the AP then changed the papi key before the AP booted and also then it nicely connects back to the controller.
I do have CPSec enabled, and I'm not 100% sure if PAPI security is also applied in CPSec.
As always, test things in your lab to be confident before deploying changes in production.

What is the impact on enabling Enhanced PAPI with a new key.
Does it affect AP bootstrap? what happens to new AP or down ap that come back online and try and register if they had no key or an older key?
