    it seams the PSE software is not installed. 

    where download poe update file

    Any idea how to fix it?

    Before commenting anything about PoE firmware what's about telling us something about the JE007A firmware your switch is currently running on?

    It looks similar to an issue discussed here (same Switch SKU, same issue). Defective PoE?
