I think we can pre-provision switches and APs to groups but can we assign them to their respective sites before they are turned on and connected to central?

No that is not possible. You can pre-assign devices to groups but not to a site. An alternative is using the Aruba installer app. This app will assign the devices to a group and site.

No, this will work before a device is connected. Just make sure that the device is assigned to Central in GreenLake. If that is done the devices should be visible in the pre-provisioning tab.

Yes, you can filter in the Device Preprovisioning view and then select multiple devices
