No, this will work before a device is connected. Just make sure that the device is assigned to Central in GreenLake. If that is done the devices should be visible in the pre-provisioning tab.

No that is not possible. You can pre-assign devices to groups but not to a site. An alternative is using the Aruba installer app. This app will assign the devices to a group and site.
