If you click 'promote to publisher' the subscriber on which you perform the action will take the publisher role and the current publisher drops to subscriber.
In the output of the CLI command you can see the steps that are performed.
As part of the process both the new and old publisher will do a 'warm restart' of all processes running, which results in a short downtime which depends on the appliance size and database/policy complexity, but I would think in minutes. You can check a restart of all services to see how long that takes in your environment.
Note that promoting a subscriber to publisher is not something you should do on a regular basis, it's normally only done in case the publisher is lost for longer time (hours/days).

- Backup your database configuration
- Disable cluster wide parameters under standby publisher > Enable Publisher Failover > FALSE
- Keep in mind that if there are Licenses there on that node, they will be de-activated. Please contact support to re-activate the licenses
- Versions of Clearpass Nodes must be the Same (version and Subversion)
